Your mission

War Child Holland (WC) supports children and young people affected by armed conflict, strengthening their resilience through child protection, education, and psychosocial support interventions. Operating in South Sudan since 2006, WC implements programmes in Upper Nile, Jonglei, and Unity States.
 
To enhance localisation efforts and strengthen the quality of Child Protection programming through local partners, WC is seeking a skilled Partnership Officer to support partner engagement, capacity strengthening, and programme implementation, with a strong focus on technical Child Protection support.

The Partnership Officer (Child Protection) will strengthen the quality, effectiveness, and accountability of Child Protection programming implemented through local partners while leading partnership development and support the country programme in securing quality funding opportunities. The role ensures strong coordination with local partners, excellence in proposal development, and technical skills in Child Protection Area of Responsibiltiy (CP AoR) . The PO is central to Child Protection programming, advancing WC’s localisation agenda and enhancing donor relations.

What you will do:
 
Portfolio coordination, strengthening and maintenance. 
  • Support HoP in updating country-specific program funding strategy 
  • Maintain mapping of key humanitarian actors, especially those relevant to War Child Holland programming. 
  • Assist HoP in funding opportunity identification through research and networking, diversifying the range of contacts and opportunities with the help of country teams.
  • Contribute to resource mobilisation/fundraising strategy in cooperation with the team 
  • Provide technical support to local partners in Child Protection.
Proposal Writing and Fund Raising
  • Drafts concept notes, project proposals and budget in collaboration with local partners;
  • Support War Child on partnership management including on project administration/reporting requirements and compliance to donor conditions and terms 
  • Liaise with regional and head office in reviewing and approval process of partner contracts, proposals and reports. 
Partnerships Development and Management
  • Take a lead in the due diligence and partnership assessments
  • Maintain database/record of partners (assessments, onboarded, etc)  
  • Support drafting MoU and teaming agreements
  • Lead country office localisation strategy
Partnerships Capacity Strengthening and program support
  • Lead in conducting partner organisational development assessments
  • Developing organisational capacity strengthening plan(s) with the implementing partners  
  • Lead in organising partner capacity building initiatives and program support
Partner reporting compliance 
  • Provide guidance to partners on donor reporting requirements, templates, and compliance standards.
  • Review partner narrative reports for quality, accuracy, and alignment with donor and WC guidelines.
  • Provide timely feedback and follow-up support to ensure high-quality reporting and documentation.
  • Support partners in building stronger reporting and compliance systems.
Representation and networking
  • Participate in and contribute to relevant internal networks, such as partnerships and fundraising;
  • Represent WC in localization coordination platforms, cluster meetings and advocacy initiatives

Your profile

  • Bachler’s degree in Psychology, Social Work or equivalent demonstrable experience in proposal development and children focused projects management and capacity development
    • Minimum of 3 years of work experience in the area of partner assessment and partnership management;
  • Knowledge of and experience in humanitarian programmes, 
  • Experience in child protection is required.
  • Knowledge of and demonstrated experience in donor requirements and donor reporting;
  • Familiarity with key local actors and demonstrated experience in developing, building and
  • Maintaining strategic partnerships with these actors;
  • Experience in drafting concept notes and proposals;
  • A good understanding of humanitarian principles and international standards in humanitarian settings 
  • Relationship-building, diplomacy and networking skills;
  • Excellent English writing ability and verbal skills for project proposals, reports and communications;
  • Ability to work well under pressure with diverse teams from all backgrounds and levels;
  • Proactive and able to work independently with minimal supervision
