Your mission

The Programme Partnerships Officer will assist in leading and overseeing the implementation of War Child’s partners activities in Gaza, in line with War Child's transition toward partnership-based, non-direct implementation. The main contribution is to assure quality partnership management, including partner capacity strengthening, activity follow-up, documentation, reporting, MEAL processes, and networking. While administratively reporting to the Senior Projects Coordinator, this position will receive technical direction and task prioritization for ECHO-funded activities from the ECHO Consortium Manager to ensure donor compliance and quality partnership management under that project.

Your profile

Responsibilities and Tasks:

 

Result 1: Partnership Implementation & Quality Assurance

  • Assist in monitoring partner-led activity implementation and ensure quality - quarterly and annual narrative reporting.
  • Support the implementation of the full partnership management cycle, including partner onboarding, assessments, implementation follow-up, review meetings, and partnership close-out processes.
  • Assist in monitoring partner expenditure and adherence to partnership agreements and donor requirements.
  • Support the Senior Projects Coordinator in preparing overall project reports.
  • Assist in leading the planning and implementation of joint events, field visits, workshops, and consultations with partners and stakeholders.

 

Result 2: Program/Projects Management 

  • Provide support to partnership-related processes, including follow-up with partners on implementation progress, coordination of communication, and documentation.
  • Assist in tracking partner compliance with agreed plans, timelines, and reporting requirements, in coordination with the Program Lead and relevant teams.
  • Support the organization of joint meetings, field visits, and partner consultations as needed.
  • Contribute to maintaining partnership records, databases, and documentation systems.
  • Support partner capacity strengthening activities, as guided by the Program Lead and in alignment with program priorities.

 

Result 3: Partner Capacity Strengthening & MEAL

  • Support partners in activity planning, implementation frameworks, and ensuring an effective MEAL system.
  • support the implementation of partner capacity strengthening plans through coaching, mentoring, training, and on-the-job support, including regular field visits to partner offices and project sites.
  • Ensure partners maintain proper data encoding, analysis, and reporting.
  • Support in coordinating the evaluation and monitoring of the project work plan, ensuring MEAL systems are updated by partners.
  • Support in securing community and stakeholder participation and ensure accountability through feedback and complaint response mechanisms (FCRM).

 

Result 4: Coordination, Documentation & Networking

  • Attend partner meetings, take minutes, and maintain project filing systems (SharePoint).
  • Document lessons learnt, good practices, and partnership challenges to support organizational learning, while promoting safeguarding, accountability, and ethical partnership practices across all partner engagements.
  • Develop and maintain databases of reports, presentations, maps, data, photos, and stakeholder lists.
  • Build and maintain a network of local collaborators, CSOs/CBOs, and district-level offices.
  • Promote War Child’s presence in the community through meetings, workshops, and partner-led activities.

 

Result 5: Cross-Cutting & Administrative Support

  • Provide technical input for developing field activities and approaches.
  • Support finance and logistics (e.g., financial documentation, procurement, travel) as needed.
  • Provide translation/interpretation when required.
  • Contribute to communications products, materials, and campaigns.
  • Ensure War Child safeguarding measures are applied by all partners and report any breaches.
  • Assist in planning, preparing, and facilitating training courses when required.
  • Produce technical reports and assessments on Education and Protection from Violence when needed.
  • Perform additional duties as required by the Projects Coordinator.

Knowledge and experience: 

  • Bachelor's Degree in management, business administration, education and development or other related fields. Master's degree would be an advantage.
  • At least 4 years of professional experience in coordinating and implementing child rights projects including education projects
  • Experience in emergency response project, particularly in contexts involving child protection and education in emergency settings.
  • At least 3-years of experience working with/for INGOs.
  • At least 2-years' experience in the sector of Education and or CSO/CBO
  • Experience in implementing MEAL plans, data collection and analysis.
  • Experience in maintaining online database and reporting.
  • Practical experience with focus on application of CSO/CBO engagement tools, policy and MEAL capacity building processes. Experience in coordinating EU funded projects is preferred.

 Skills & Abilities

  • Good understanding of Education, Child Protection, and CSO/CBO engagement in Gaza and preferably in the West Bank
  • Good understanding of partnership-building and engagement strategies in Gaza and preferably the West Bank
  • Excellent report-writing skills in English.
  • Good knowledge of project cycle management.
  • Excellent English speaking and writing skills.
  • Team player, contributing effectively to the War Child team.
  • Ability to work independently with partners and spend time in the field.
  • Proficiency in MS Office (Word, Excel, PowerPoint, Outlook, etc.).
  • Full adherence to War Child’s values and safeguarding policies.
  • Fluency in Arabic.
